Originally established in 1993 by Joyce J. and John D. Milligan and Family. Must be a junior or senior majoring in History and in good academic standing. Criteria also include attitude, personality, citizenship and leadership. Must be a resident of Western New York. Must demonstrate financial need. Domestic students must complete the FAFSA; international students must submit a financial need statement via the general application. May be renewable.
